APPENDIX B: Changes in Grade MCAS Performance, 2001 to 1998/99 Base

The following districts had the most gain in performance over the four years of MCAS testing. The base data is an average of the 1998 and 1999 MCAS administrations. I use the average of the first two years of the test to get a more reliable baseline against which to judge future progress.Progress year-to-year is measured against that base.

Systems are identified that had the greatest success in these four categories:

1. Moving students out of ELA Fail
2. Moving students out of Math Fail
3. Moving students into Advanced/Proficient in ELA
4. Moving students into Advanced/Proficient in Math

A negative number is good in Moving Students Out Of Fail.
A negative means that fewer students failed in 2001 than in the base years of 1998-99.

A positive number is good in Moving Students Into Advanced/Proficient.
A positive number indicates that more students are moving into Advanced/Proficient.
